Upper East Side Block Closed by Main Breaks

Water and sewer mains ruptured early yesterday on an Upper East Side block, leaving a gigantic crater in the street, flooding the basements of several buildings and forcing the city to close the block and shut off water to the area. A 12-inch water main and a 15-inch sewer pipe burst around 3 a.m. on 61st Street near Park Avenue, said Natalie Millner, a spokeswoman for the city's Department of Environmental Protection. She said that city repair crews had been working since 6 a.m. and that the department planned to restore water to the block's 10 buildings and 400 residents before this morning.
